THE COMMISSION

 

The West Bengal School Service Commission, which came into being on November 1, 1997, was constituted by the Government of West Bengal for the purpose of recruiting teachers including Headmasters/Headmistresses in non-Govt. aided Jr. High/High/Higher Secondary Schools in the State of West Bengal.

 

The Commission which is the first of its kind in the country consists of a Central Commission by the name of the West Bengal Central School Service Commission and Six Regional Commissions by the name of the West Bengal Regional School Service Commission which act under the control and supervision of the Central Commission. The following are the Regional Commissions with their territorial jurisdiction:

 

  1. Eastern Region comprising the districts of Birbhum, Bardhaman and Hooghly with Headquarters at Bardhaman.
  2. Northern Region comprising the districts of Coochbehar, Jalpaiguri,Uttar Dinajpur, Dakshin Dinajpur, Malda, Murshidabad and Siliguri Sub-Division within Darjeeling district with Headquarters at Malda.
  3. Southern Region comprising the districts of Kolkata, Howrah and South 24-Parganas with Headquarters at Kolkata.
  4. Western Region comprising the districts of Purulia, Bankura, Purba Medinipur and Paschim Medinipur with Headquarters at Bankura.
  5. South-Eastern Region comprising the districts of Nadia and North 24-Parganas with Headquarters at Barasat.
  6. The Hill Region comprising the area within the jurisdiction of Darjeeling Gorkha Autonomous Council constituted under the Darjeeling Gorkha Autonomous Hill Council Act, 1988 (West Bengal Act XIII of 1988) in the district of Darjeeling with Headquarters at Darjeeling.

 

The operation of the last named Regional Commission, namely, the Hill Region, is now under suspension.

The Regional Commissions are entrusted with the selection of persons for appointment to the posts of Assistant Teacher and Headmaster/Headmistress in Schools within their respective territorial jurisdiction.
Advertisement inviting applications for Regional Level Selection Test for the post of Assistant Teachers showing tentative vacancies, Subjectwise, Categorywise, Genderwise and Mediumwise in each Region is made in leading newspapers and/or in the Commission’s Website. The actual vacancies are declared in a similar manner at the time of publication of the result of the Written Test. Candidates to the extent of 1.5 times of the actual vacancies declared are called for Personality Test on the basis of their respective academic score and the marks obtained in the Written Test. Panel i.e. Final Merit List to the extent of one time of the actual vacancies declared, and a Waiting List to the extent of 0.10 time of the actual vacancies declared are prepared on the basis of the candidates respective academic score, marks secured in the Written Test and the marks obtained in the Personality Test all taken together.

 

The Criteria for selection of Assistant Teachers under Regional Level Selection Test are as follows:
 

(A) Academic including Professional Qualifications - 25 marks
(B)   Written Examination

           (i) Paper I relating to the relevant subject - marks
           (ii) Paper II relating to General Knowledge & Aptitude Test etc. -


60 marks
10 marks
(C) Personality Test [Appearance before the P.T. Board is compulsory] - 5 marks
 
 Total -
100 marks

 
Advertisement showing vacancy in the High/Higher Secondary Schools and Jr. High Schools in the post of Headmaster / Headmistress for each region are also made in leading Newspapers and / or in website. Each Region shall, on scrutiny of application, issue admit cards for written examination. The qualified candidates in the written test be called for Personality Test not exceeding two times of the declared vacancies in each category of post of Head Masters/ Head Mistresses as per advertisement, on the basis of total marks obtained in the written examination, Academic including Professional Qualification, Higher Qualification & Teaching Experience. The Regional Commission, after holding Personality Test and on the basis of total marks obtained below, prepare final merit list of candidates. Panel i.e. Final Merit List to the extent of one time of the actual vacancies declared, and a Waiting List to the extent of 0.25 time of the actual vacancies declared are prepared on the basis of the candidates respective academic score including professional qualification, Higher qualification, teaching experience and marks secured in the Written Test and the marks obtained in the Personality Test all taken together.

 

The Criteria for selection of Headmaster/Headmistress is as follows:

 

(A) Written Examination - 55 marks
(B) Academic including Professional Qualifications - 25 marks
(C) Higher Qualifications - 3 marks
(D) Teaching Experience - 7 marks
(E) Personality Test [Appearance before the P.T. Board is compulsory] - 10 marks
 
Total -
100 marks

Total number of candidates recommended by the Commission for appointment to the post of Assistant Teacher till 31.12.2007 – 85,462.

Total number of candidates recommended by the Commission for appointment to the post of Headmaster/Headmistress/Superintendent till 31.12.2007 – 6,979.
